Who carries the risk when the subcontractor is late
In a cross-border build this is answered by a chain of contracts that rarely line up. The gaps are where the cost lands, and they are visible before signature if anyone looks.
Whether the reporting means the same thing on both ends
A status report crossing a border changes meaning without changing words. This is not a language problem and translation does not fix it.
Distance between authority and accountability
The further apart they sit, the longer a project runs before anyone can say plainly that it is in trouble.

How this is charged
Assessment work at a fixed fee. Ongoing controlling and program mandates on a monthly retainer, with a management component on the volume steered. Scope and number are set in the proposal.
